therefore suggest for discussion the following

formula -

"During the continuance of this Convention "British ships shall have the right to trade "from Hong Kong to Chinese Coast Ports and in

Chinese Inland Waters in the same manner and

"under the same regulations as heretofore", We do not want the existing practice to be disturbed. Ir. Haze: If that was inserted, I think the Chinese Government would probably take exception, I think that they probably would have no objection to a Hong Kong steamer carrying British goods going to Vuchow or some other inland place, but they would probably object to your loading Chinese cargo in Canton and carrying that to Wuchow. If it were British goods going to Canton, that would be ordinary trade from a foreign port to a Chinese

port.

His Excellency:

I do not think that the draft of

Fr. 0.T. Wang will be acceptable to the British Government; but in any case I wish to secure a special arrangement with regard to Hong Kong. Mr. Haze: If I may have a copy of your formula, I

will submit them.

His Excellency: You want us to protect your Rovenue and we want you to facilitate our trade.
